The European eDemocracy Award Report 2005 was prepared and published by POLITECH INSTITUTE (European Center of Political Technologies) in partnership with IP LABEL for the 1st edition of the Annual European eDemocracy Award, in the framework of The 6th Worldwide Forum on eDemocracy, organized by André Santini, former Minister, Deputy of Hauts-de-Seine, Mayor of Issy-les-Moulineaux, France.


The eDemocracy Award Ceremony 2005 took place during the gala dinner of The 6th Worldwide Forum on eDemocracy, accompanied by Brazilian music, on 28th September 2005. Key people and organizations fostering the development of eDemocracy were recognised at global, European and national levels.

The European eDemocracy Award 2005 was bestowed upon UK Local eDemocracy National Project, the first large scale eDemocracy initiative launched by a national government.


It provides a vast number of local eDemocracy tools and applications and is an excellent example of public-private-university-partnership. The civic education aspect must also be underlined, as demonstrated by the development of the "e-demo games", one of which is presently the most downloaded games for mobile phones by UK youth.


Its multi-channel approach is also very important to reduce the digital divide and provide access opportunities to everybody. Finally, this initiative is based on a definition of eDemocracy intended as participative and representative democracy, in which elected representatives keep their role as decision-makers and citizens become active citizens.

50 European eDemocracy initiatives across the 25 EU Member States were selected in the following 8 categories: European Cities eDemocracy initiatives, European Local eDemocracy Projects, European Policy-makers & Elected Representatives eDemocracy initiatives, European Civil Society eDemocracy initiatives, European Citizen Journalism & Specialized Press eDemocracy initiatives, European Parliaments eDemocracy initiatives, European Political Parties & Movements e-Democracy initiatives and European Commission eDemocracy initiatives.


Amongst these eDemocracy initiatives: France (F) 19, United Kingdom (UK) 11, EU Institutions 5, Germany (D) 3, Belgium (B) 3, Spain (E) 1, Italy (I) 1, Hungary (H) 1, Latvia (LV) 1, Ireland (IRL) 1 Portugal (P) 1, Luxemburg (L) 1,Greece (GR) 1, and International (INT) 1, with a strong European participation and representation.


The winners per categories are:

BRISTOL CITY COUNCIL (UK – 67.33%) ; LOCAL EDEMOCRACY NATIONAL PROJECT (UK – 83%) ; STEVE WEBB, MP, OFFICIAL WEBSITE (UK – 58%) ; DÉMOCRATIE ÉLECTRONIQUE.ORG (F – 68.66%) ; iCAN BBC PROJECT (UK – 71.33%) ; THE SCOTTISH PARLIAMENT (UK – 73.33%) ; UMP OFFICIAL WEBSITE (F – 62%) ; YOUR VOICE IN EUROPE (EU – 39.83%).
