The European eDemocracy Award Report is prepared and published by POLITECH INSTITUTE in partnership with IP LABEL for The Annual European eDemocracy Award, in the framework of The Worldwide Forum on eDemocracy, organized by André Santini, former Minister, Deputy of Hauts-de-Seine, Mayor of Issy-les-Moulineaux, France.

The European eDemocracy Award recognises the most valuable European eDemocracy initiative amongst 50 selected in the 25 EU Member States, during the eDemocracy Awards Ceremony held at Issy-les-Moulineaux (France) during The Worldwide Forum on eDemocracy.

The European eDemocracy Award Report offers its readers and the whole community of stakeholders an annual snapshot of European eDemocracy and explorative and practical concepts to grasp its current developments.

methodology |
50 eDemocracy initiatives accross the EU are selected annually for The European eDemocracy Award and are analyzed combining 3 innovative indices:
- IP-LABEL INDEX — a ratio out of 20 measuring these initiatives in terms of availability and performance over a 1 ˝ month period;
- POLITECH INDEX — a ratio out of 40 measuring these initiatives in terms of innovation, usability, content and diversity of technology and tools strengthening participative democracy in Europe and around 4 key dimensions – The Political Dimension (PD); The Democratic Dimension (DD); The Civic Dimension (CD); and The Technological Dimension (TD);
- EUROPEAN e-DEMOCRACY INDEX — a ratio in per cent measuring the democratic contribution of a given initiative and its technological performances, combines POLITECH INDEX (weight 40) and IP-LABEL INDEX (weight 20).
Each dimension includes common features and specific ones selected according to a novel concept developed by POLITECH INSTITUTE:
- THE e-DEMOCRACY VALUE — a practical concept based on the T.E. Cook index and the emerging paradigm of Public Value Management (PVM), which confronts a given feature or service disclosed by a website or initiative, providing an added-value to the democratic process of a given community. This emerging concept of eDemocracy value proposed a magnifying glass to analyze the evolution of eDemocracy.
